A PAN card is not required for UAE visa application or UAE border entry. This is one of the most common points of confusion for Indian applicants , and understanding exactly when PAN card matters (and when it does not) saves unnecessary anxiety.

The Actual UAE Visa Application Requirements for Indians
The actual documents required for a UAE tourist visa application for Indian nationals are:
- Valid Indian passport , minimum 6 months validity, all corners visible in scan
- Recent passport-size photograph , white background, no glasses
- Confirmed return or onward flight ticket (for most categories)
- Hotel booking or accommodation confirmation
- GCC residency permit (if applying as GCC resident)
- Bank statements (for 60-day, 90-day, and 5-year visa categories)
PAN card is not on this list. It has never been on this list. If an agent tells you a PAN card is required by UAE immigration, that is incorrect , they may be requesting it for their own internal compliance, which is different.
Indian Forex Regulations That Do Require PAN Card
Under the Foreign Exchange Management Act (FEMA) and RBI guidelines:
- Any purchase of foreign currency exceeding ₹50,000 in a single transaction requires PAN card
- Loading a forex card or wire transfer of foreign exchange above ₹50,000 requires PAN
- These are Indian domestic regulations , not UAE visa requirements
For UAE travel, if you are buying less than ₹50,000 worth of AED, no PAN card is needed even for the forex transaction. Above ₹50,000, your bank or forex provider will ask for PAN card as per Indian law.
When you apply for a UAE tourist visa through evisa-uae.org, the documents we request are: your passport scan, a passport photograph, your flight booking, your hotel booking, and your GCC residency permit if you are applying as a GCC resident. We do not ask for your PAN card. If you are buying foreign exchange from a bank or money changer in India to fund your trip, your bank will ask for your PAN card under Indian FEMA rules , but that is between you and your bank, not part of our visa application process.
